FRANK BROWN PARK: BASEBALL BACKSTOP REPLACEMENT
This project includes the replacement of the backstop fencing and netting on Baseball Fields 5 and 6 as provided in the bid specifications stated herein. Damage to the existing backstops were caused by the touchdown of a brief EF-0 tornado on February 15, 2021. The Contractor shall provide all and all materials, equipment, and labor to complete the project.
The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.
A mandatory pre-bid meeting will be held at 1:00 PM on March 9, 2021 at Field 5 in front of the Concessions Stand at Frank Brown Park, 16200 Panama City Beach Parkway, Panama City Beach, Florida.
Bids will be received until 1:00 p.m. Central Time, March 17, 2021 at City of Panama City Beach City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413 and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “PCB21-02–ITB-FRANK BROWN PARK: BASEBALL BACKSTOP REPLACEMENT”. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (“City”) reserves the right to reject any and all Bids. All Bids shall be all inclusive and fixed for a period of 30 days after opening.
BIDDERS must submit all questions, if any, in writing at least seven (7) days prior to the BID date. If necessary, questions will be answered as ADDENDA(s) and will be issued to the Contract Documents and posted on the City’s website. It is the sole responsibility of the bidder to determine if any addenda have been issued.

The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
