Trying to find the right department to report an issue or request assistance can be confusing. We put together this list of most commonly asked questions in an effort to assist the public. Questions are categorized by department. If you don't find the answer to your question here, check the tab to the left: Answers to more of your questions.

Administration/City Hall 

How do I obtain public records?
To obtain public records from the City, email City Clerk Lynne Fasone or contact her at (850) 233-5100, ext. 2230.

How do I pay a citation?
There are several different kinds of citations and the payment method can vary. See below for details. Unfortunately, no personal checks are accepted. If paying by cashier's check or money order, make sure the citation number is included on the check.

  • Noise violations issued by the PCB Police Department must be paid to the Panama City Beach City Clerk by check or money order. They can be mailed to: City Clerk, City of Panama City Beach, 17007 Panama City Beach Parkway, Panama City Beach, FL 32413.
  • Code Enforcement citations are paid to the Panama City Beach Code Enforcement Administrative Support Specialist Natasha Collier by check, money order or credit card. We do NOT take credit cards over the phone. Please email CodeEnforcement@pcbfl.gov and you will be emailed a payment link if you wish to pay by credit card. Payment can be mailed to: Natasha Collier, Code Enforcement, City of Panama City Beach, 17007 Panama City Beach Parkway, Panama City Beach, FL 32413. For questions, call Code Enforcement at (850) 233-5100, ext. 2309.
  • Parking tickets for the city lots can be paid online.
  • Traffic citations must be paid at the Bay County Courthouse. Information on payment is available on the ticket. 

How do I apply for a job?
Job applications can be taken online. See the Jobs tab on the home page or click on the Employment section under the About Us tab. Available jobs are updated several times a week and there is also a Benefits page and an Employment Application Information page. 

How do I verify employment with the City? Banks and other institutions who might need to verify employment for a City employee should email Katie Rader in Payroll or Julie Roeder in HR.

How do I join the PCB Fire Department? Will my State Certification transfer? 
PCB Fire Rescue requires a Florida State certification to become a firefighter for our Department. For those interested from out of state, more information could be obtained through the State's Chief Financial Officer's website regarding reciprocity. 

How do I join the PCB Police Department? 
The state of Florida requires that all potential law enforcement officers attend a Florida Law Enforcement Basic Standards (LEBS) class to obtain certification. A current out-of-state law enforcement officer must attend class in Florida, but the duration of training may vary depending on prior training and experience.  The length of the training is determined by an academy. For more information, contact the Florida Department of Law Enforcement. 

Does the PCB Police Department sponsor applicants through the academy? 
Unfortunately, no. However, the Panama City Beach Police Department can hire applicants full-time while they are enrolled in a current academy class prior to obtaining certification. 

Beach 

Where do I find public parking?
The City has three public parking lots located at 9941 Thomas Drive (across from Ripley's Believe It or Not), at 600 Henley Drive (at the Front Beach Road and Churchwell Drive intersection) and at 11117 Front Beach Road (near the Richard Jackson intersection). Rates are $2 per hour up to 6 hours or $12 for 24 hours. You may utilize these parking lots for a weekly rate, as well, for $84.00. Fees are paid via the Passport Parking App. More details on the parking app, and a link to download it can be found here.  Free parking is available at the Russell-Fields City Pier.

Can I get married on the beach?
Yes, but a wedding on the beach may require a special event permit depending on the size and event details. Please fill out a sandy beach event permit application. Or for questions, call (850) 233-5100, Option 4.

Can I have a bonfire on the beach?
Yes, but it can only be done through a registered bonfire vendor. Bonfire permits are acquired through the Building Department for a nominal fee. Permits are authorized in conjunction with the Fire Inspection Division of the Fire Department.

How do I find a lifeguard on the beach? 
The Beach Safety Division of PCB Fire Rescue has five full-time beach rescue responders and numerous part-time and seasonal staff who monitor the City beaches year-round, primarily on a roving and as needed basis. Two to four beach safety responders staff the east and west side of the Russell-Fields City Pier from 10 a.m. to 6 p.m. between April 1 and September 30. Beach Safety Director Daryl Paul is available by email.

Legal 

How do I check the status of my claim with the City? 
Contact the Florida League of Cities after three business days from the date the claim was reported to the City. They can be reached toll free at 1-800-445-6248.

Public Safety - Police & Fire

How do I report a noise violation? 
Noise ordinance violations can be reported by calling the Panama City Beach Police Department at (850) 233-5000. 

Where is the closest fire station located? 
The City has three fire stations staffed with firefighter-paramedics. Our station locations are:

  • Station 30 at 160 N. Nautilus Street
  • Station 31 at 17121 Panama City Beach Parkway
  • Station 32 at 10015 Hutchinson Boulevard

Who do I contact for information on fire inspections and prevention? 
The City has three full-time fire inspectors. Their offices are located in the Public Services Building next to City Hall. Call (850) 233-5100, ext. 2413 or 2320.Offices are staffed from 7:30 a.m. to 4 p.m. weekdays.

Public Services - Streets & Stormwater 

Am I required to have garbage service if my home is vacant much of the year and is a vacation home? 
Yes. All residential properties must have a garbage collection service.

When will my yard debris be picked up? 
The Public Works Department picks up yard debris for residents inside the City limits. Drivers have a route that takes about a week to run. More information can be obtained by emailing the department.

Where do I place my yard debris?
Yard debris should be placed in front of your home. Please do not place it on top of your water meter or under power lines. 

How do I request a speed hump? 
Speed humps can be requested by the homeowner or the neighborhood association by completed both the Speed Hump Application and the Speed Hump Petition Form. The person making the request is responsible for circulating the petition form, obtaining signatures of the property owners within the petition area, and completing the application form. The application must be submitted to the Public Works office for consideration and approval. These forms are located under the Street Division Section of the Public Works Department.  

Do I need a permit to repair my driveway? 
Yes. A driveway permit is required for construction of a new driveway and repairing or modifying an existing driveway within the City limits. The permit application must be submitted to the Public Works Department for review and approval. Plans and specifications must be submitted, along with a $40 permit application fee. Utilities 

How do I pay my water bill? 
Utility customers have more access and options than ever before. You can pay your bill by phone at (888) 977-8721 or online by using Paymentus, where you can also access payment and billing history and track your consumption. You can also pay in person at our offices at 116 S. Arnold Road or use one of our handy drop boxes located on the wall outside the Public Services building and on the entry road off South Arnold Road behind the Tourist Development Center. Payments can be mailed to Panama City Beach Utility Billing, 116 S. Arnold Road, Panama City Beach, 32413.

To begin using the online payment service, you must set up an account. It's easy:

  • You must have an email address.
  • You must create a password.
  • After creating your password, you will receive an email. When you open the email, click on the link provided to complete your registration.
  • Once you are registered and your account has been enabled, the registration process is complete and you can sign on and use your password. 
  • Please note that when you log-in for the first time, you will need to add your account number, cycle and route number.

Note: The City does not charge for credit card payments.

How do I report a water or sewer leak? 

The City maintains water, sewer, and reclaimed water lines in rights-of-way and dedicated easements for residential and commercial properties. If you suspect a broken or clogged line in a right-of-way or dedicated easement, please use our SeeClickFix app or contact our office during normal business hours at (850) 233-5100, option 3. For emergency water/sewer concerns, please contact (850) 233-5050 and a member of our Underground Utilities division will be dispatched to your location.

How do I know if I am under a boil water notice and what happens if I drink the water? 
The Florida Department of Environmental Protection (FDEP) and the Bay County Health Department require a precautionary notice be issued after pressure in the water lines drops below a certain level. This is usually caused by a water main break, system maintenance, and/or problems such as a loss of disinfection at the water plant. By comparison, a mandatory notice is rare and far more serious, and its provisions should be strictly followed.

A precautionary notice does not necessarily mean something is wrong with the water. It means that it is possible that contaminants have entered into the system. Customers are advised as a precautionary measure, to boil tap water for cooking and drinking.

Precautionary boil water notices (PBWN) are typically issued for a 48-hour period until bacteriological testing shows the distribution system is clear of contaminants. If you receive a precautionary boil water notice at your residence, you will also receive a hand-delivered notice when the alert is rescinded. If you hear a notice through the media, the rescission would also be issued through the same media. The City posts notices under News on the website and on the Panama City Beach-Government Facebook page.  

How do I know if I have City or County water service?
All of Panama City Beach, both inside and outside the City limits, is served by Panama City Beach Utilities. Our water supply is purchased from Bay County.

How do I know if City sewer is available in my area? 
Please contact our Utility Billing and Customer Service Division at (850) 233-5100, Ext. 3 or by email. A billing technician will determine the sewer availability in your area and discuss the schedule of impact fees. 

How do I schedule an inspection for water and sewer as part for my construction project? 
Please contact the Utilities Administrative & Engineering Division at (850) 233-5100, ext. 2415 a minimum of 48 hours prior to the requested inspection. For fire hydrant flow testing, please contact the Fire Inspection division at (850) 233-5100. ext. 2413 or 2320. 

How do I report a street light being out? 

Florida Power & Light owns and maintains the roadway lighting. To report an outage you can go to the Florida Power & Light interactive map and select the specific light you wish to report.
