The City government consists of four at-large council members and a mayor, all with equal voting rights. By City Charter, Panama City Beach has a City Manager form of government.

The City Council meets the second and fourth Thursday during the months of January through October. The Council only meets the first Thursday of the month during November and December.  Special meetings might also be called during the year and noticed on this website and the Panama City Beach-Government Facebook page.

The center of City government is the Municipal Complex, located at the intersection of State Road 79 and Panama City Beach Parkway (Back Beach Road). The Complex includes City Hall, the PCB Police Department, the main fire station No. 31, and the Public Services Building. Public Services houses the Water and Utilities departments, Building and Planning, Public Works and the Community Redevelopment Agency. The Tourist Development Council (TDC) offices are also located within the Municipal Complex.
