REQUEST FOR QUALIFICATIONS - PROFESSIONAL SERVICES – DISASTER RECOVERY ADMINISTRATIVE SERVICES

The City of Panama City Beach (the City) hereby gives notice that a Request for Qualifications for professional consulting services for federal disaster grant management for the City of Panama City Beach.

Statements of Qualification (SOQ) will be received by the Purchasing Manager located at 17007 Panama City Beach Parkway, Panama City Beach, FL 32413 until 9:00 AM (CST) on October 16, 2023.  The scheduled opening date has been extended to 2:00 PM (CST) on Monday, October 23, 2023.

Paper and electronic submittals will be publicly opened, and receipt acknowledged immediately thereafter. The qualifications and other information should be submitted in strict compliance with the directives provided in the RFQ.  City is under no obligation, either express or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Statement of Qualifications in response to this request.

Submittal documents may be downloaded online at www.demandstar.com and on the City’s website at https://www.pcbfl.gov/about-us/rfp-posts-list starting on September 15, 2023.

• Electronic Proposals will only be accepted when submitted through DemandStar’s Bid portal. Emailed submissions will not be accepted.
• Alternatively, one original and one electronic copy (USB flash drive preferred) may be delivered to the City Hall Office at the address below. Any sealed SOQ submitted on paper must identify and clearly mark the Bid # PCB24-01 DISASTER RECOVERY ADMINISTRATIVE SERVICES on the package. Receipt of a SOQ by any Panama City Beach Office, receptionist, or personnel other than the City Hall’s front desk does not constitute “receipt” as required by this solicitation. The time received at City Hall shall be conclusive as to the timeliness of receipt.

A Review Committee meeting is scheduled for  Tuesday, October 31, 2023 at 2:00PM CST.  At this time the committee will review scoring and rank the proposals received. 

The City of Panama City Beach encourages all segments of this business community to participate in its procurement opportunities, including small business, minority/women owned businesses, and disadvantaged business enterprises.  The City does not discriminate on the basis of race, color, religion, national origin, disability, sex, or age in the administration of contracts.

Any and all questions regarding the proposal documents shall be directed to City of Panama City Beach Purchasing Manager: Carrie Jagers, by email at purchasing@pcbfl.gov.  Contact with any other City official or City employee for the purpose of inquiries regarding this proposal or the meaning or interpretation of these specifications shall be grounds for disqualification.  The deadline to submit questions is Monday, October 9 at 4:00PM CDT.

The City reserves the right to accept or reject any and all SOQs in whole or in part, to waive informalities in the RFQ documents, to obtain new SOQs, or to postpone the opening of SOQs, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFQ and proceed by whatever appropriate means it may elect.  Each Statement of Qualifications shall be valid to the City for a period of ninety (90) days after opening.
