PCB23-06R – RFQ –PUBLIC WORKS SAFE ROOM AND GENERATOR

 BID DOCUMENT

The City of Panama City Beach (the City), under the provisions of Section 287.055, Florida Statutes (the Consultant's Competitive Negotiation Act), hereby gives notice that a Request for Qualifications for professional services is invited from qualified architectural and engineering firms or teams to provide architectural and engineering design services related to the construction of retrofit activities at the existing Public Works Building which will serve as a safe room for hurricanes and/or tornado events.  The building is located at 200 N Gulf Blvd Panama City Beach, FL 32413.

Statements of Qualification (SOQ) will be received by the Purchasing Manager located at 17007 Panama City Beach Parkway, Panama City Beach, FL 32413 until 2:00 PM (CST) on January 3, 2023. Paper and electronic submittals will be publicly opened, and receipt acknowledged immediately thereafter. The qualifications and other information should be submitted in strict compliance with the directives provided in the RFQ.  City is under no obligation, either express or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Statement of Qualifications in response to this request.

Submittal Documents may be downloaded online at www.demandstar.com or at the City’s website at https://www.pcbfl.gov/about-us/RFQ-posts-list starting on December 1, 2022.

  • Electronic Bids will only be accepted when submitted through the DemandStar’s bid portal. Emailed submissions will not be accepted.
  • Alternatively, one original and five copies along with a CD or flash drive are to be delivered to the City Hall Office at the address below. Any sealed bid submitted on paper must identify and clearly mark the bid # PCB23-06R RFQ A/E SERVICES -PUBLIC WORKS BUILDING SAFE ROOM AND GENERATOR on the package.  Receipt of a bid by any Panama City Beach Office, Receptionist, or personnel other than the City Hall’s front desk does not constitute “receipt” as required by this solicitation. The City Hall’s time stamp shall be conclusive as to the timeliness of receipt.

DESCRIPTION OF WORK:  Provide planning, design, and construction administration services for construction of retrofit activities for the public works building at 200 N. Gulf Blvd to serve as a safe room of City employees during hurricane and tornado events. The northern portion of the existing structure will be retrofit to strengthen the roof and wall systems, as necessary, and the installation of new opening protection. The project shall be designed  to meet the criteria contained in the standards of the Department of Homeland Security, Federal Emergency Management Agency guidance manual P-361, Design and Construction for Community Safe Room, to provide near-absolute protection to occupants during and after extreme weather events.  Minimum design wind speed will be 200 mph. A significant percentage of this project is being funded with Hazard Mitigation Grant Program (HMGP) grant funds and the A/E firm will be subject to all related compliance matters during the course of the project.

The City envisions entering into one Agreement for Services with the successful firm or team, with specific task authorizations for proposed design and construction administration services components being negotiated and approved by the City on an as-needed basis.  The City is under no obligation, either express or implied, to contract for design or construction of any of the proposed components.  Authorized design tasks may also include site work, including without limitation, utility services, drainage, stormwater attenuation and treatment, access, landscaping, irrigation and signage, and additional parking where required.

RFQ documents are available to the prospective Architect/Engineering Firm at City Hall, 17007 Panama City Beach Pkwy, Panama City Beach, FL 32413, and may be examined or obtained at this address on or after December 1, 2022.  All formal inquiries regarding this RFQ should be directed in writing to Carrie Jagers, Purchasing Manager, via email to carrie.jagers@pcbfl.gov.

The City reserves the right to accept or reject any and all SOQs in whole or in part, to waive informalities in the RFQ documents, to obtain new SOQs, or to postpone the opening of SOQs, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFQ and proceed by whatever appropriate means it may elect.  Each Statement of Qualifications shall be valid to the City for a period of ninety (90) days after opening.
