REQUEST FOR QUALIFICATIONS

FOR MAJOR TRANSPORTATION ENGINEERING AND DESIGN SERVICES

PCB22-78 – RFQ – CRA TRANSPORTATION ENGINEERING AND DESIGN SERVICES FOR NORTH/SOUTH CONNECTORS

The City of Panama City Beach (the "City"), under the provisions of Section 287.055, Florida Statutes (the Consultant's Competitive Negotiation Act), hereby gives notice that it seeks qualification statements for professional services related to engineering, surveying, design, permitting and construction administration of major transportation projects in the Front Beach Road Community Redevelopment Area, involving the construction or improvement of roadways, stormwater ponds and sidewalks. The work will specifically involve the design of construction plans for the following north/south connector roads identified in the Front Beach Road Community Redevelopment Plan:

These Roadway and Streetscape Projects generally include adding additional travel lanes, sidewalks, landscaping, roadway lighting, stormwater improvements, utility relocation and undergrounding aerial utilities, as contemplated by the City’s Front Beach Road Community Redevelopment Plan. 

  1. Powell Adams Rd. from L.C. Hilton Drive to Front Beach Rd. (Powell Adams Segment 2);
  2. Nautilus Street from Panama City Beach Parkway to Front Beach Road;
  3. Clara Avenue from Panama City Beach Parkway to Front Beach Road;
  4. Alf Coleman Road from Hutchison Blvd to Front Beach Road (Alf Coleman Segment 2); and
  5. Cobb Road from Panama City Beach Parkway to Front Beach Road

Statements of Qualification (SOQ) will be received by the Purchasing Manager’s Office located at 17007 Panama City Beach Parkway, Panama City Beach, FL 32413 until 2 p.m. (CST) on Wednesday, August 31st, 2022. Submittals will be publicly opened and receipt acknowledged immediately thereafter.  The qualifications and other information should be submitted in strict compliance with the directives provided in the RFQ.  The City is under no obligation, either express or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Statement of Qualifications in response to this request.

 The City of Panama City Beach now accepts electronic submissions through DemandStar at www.demandstar.com.  Electronic submissions for Requests of Qualifications (RFQ) will only be accepted when submitted through the DemandStar bid portal.  Emailed electronic submissions will not be accepted.

Statements of Qualification (SOQ) shall be submitted by qualified Firms in a sealed envelope or box, plainly marked with respondent’s name, address, date, time of SOQ deadline and clearly marked as

 “PCB22-78 – RFQ -  CRA Transportation Engineering and Design Services for North/South Connectors”

A single individual or firm may participate on only one SOQ team.  If the respondent proposes a joint venture, or to use outside professional services for any of the discipline areas, this must be explained in detail in the SOQ along with information about each participant in the joint venture and outside firm that would provide professional services. 

Eight (8) printed, bound copies and one digital (PDF) copy shall be submitted. 

The City will not be responsible for mail delays, late or incorrect deliveries.  The time/date stamp in the City Hall Office or on DemandStar will be the official authority for determining late Statement of Qualifications.

The City envisions entering into a non-exclusive Master Services Agreement for Services with the successful Firm or Team, with specific task authorizations for each proposed project or task being negotiated and approved by the City at its sole discretion. Two contracts for services are planned. The City anticipates the Agreement will extend through the completion of these projects, but will be terminable by the City for convenience or for cause.  The City is under no obligation, either express or implied, to approve a task order for design or construction of any particular project named in this solicitation.

RFQ documents are available to the prospective Firm at City Hall, 17007 Panama City Beach Parkway, Panama City Beach, FL 32413, and may be examined or obtained at this address on or after Monday, August 1st, 2022.  Documents may also be downloaded online at www.demandstar.com or the City’s website at https://pcbfl.gov/about-us/rfp-posts-list

The qualifications and other information should be submitted in strict compliance with the directives provided in the RFQ.  The City is under no obligation, either expressed or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Statement of Qualifications in response to this request.

The City reserves the right to accept or reject any and all SOQs in whole or in part, to waive informalities in the RFQ documents, to obtain new SOQs, or to postpone the opening of SOQs, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFQ and proceed by whatever appropriate means it may elect.  Each Statement of Qualifications shall be valid to the City for a period of ninety (90) days after opening.
