REQUEST FOR QUALIFICATIONS - PROFESSIONAL SERVICES FOR ENGINEERING AND SURVEYING FOR SAN SOUCI ROAD DRAINAGE PROJECT

The City of Panama City Beach (the "City"), under the provisions of Section 287.055, Florida Statutes (the Consultant's Competitive Negotiation Act), hereby gives notice that it seeks qualification statements for professional services related to engineering and surveying of San Souci Road Drainage Project. This Project will generally include permitting, geo-technical exploration, and design of construction plans. 

This project will be federally funded. By submitting a letter of response, the Consultant certifies that no principle is presently suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation on this transaction by any Federal Department or Agency.

The City of Panama City Beach now accepts electronic submissions through DemandStar at www.demandstar.com   Electronic submissions for Requests of Qualifications (RFQ) will only be accepted when submitted through the DemandStar’s bid portal.  Emailed electronic submissions will not be accepted.

Submitted paper Requests for Qualifications (RFQ) responses are required to have six printed and bound copies (one (1) original and (5) five copies) along with one digital (USB or CD) copy. Qualified Firms shall submit their RFQ in a sealed envelope or box, plainly marked with respondent’s name, address, date, time of RFQ deadline and clearly marked as PCB22-72 RFQ – PROFESSIONAL ENGINEERING AND SURVEYING SERVICES FOR SAN SOUCI ROAD DRAINAGE PROJECT to City Hall located at 17007 Panama City Beach Parkway, Panama City Beach, FL 32413 by 3 p.m. (CDT) July 27, 2022.

Submittals will be publicly opened, and receipt acknowledged immediately thereafter.

The City will not be responsible for mail delays, late or incorrect deliveries. The time/date stamp in the City Hall or on DemandStar will be the official authority for determining late Statement of Qualifications.

The qualifications and other information should be submitted in strict compliance with the directives provided in the RFQ. The City is under no obligation, either expressed or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Statement of Qualifications in response to this request.

The City reserves the right to accept or reject any and all RFQs in whole or in part, to waive informalities in the RFQ documents, to obtain new RFQs, or to postpone the opening of RFQs, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFQ and proceed by whatever appropriate means it may elect. Each Statement of Qualifications shall be valid to the City for a period of ninety (90) days after opening.
