PCB PARKWAY SIDEWALK (N. PIER PARK DR. TO NAUTILUS ST.) CITY OF PANAMA CITY BEACH

The proposed work consists of a new 6’ sidewalk from N. Pier Park Drive to Nautilus Street along Panama City Beach Parkway and includes concrete sidewalk, concrete gravity wall, sod, minor drainage improvements, guiderail, concrete sidewalks and handicapped ramps with detectable warning mats.

Plans and specifications can be obtained by calling Panhandle Engineering, Inc., 600 Ohio Avenue, Lynn Haven, Florida 32444, and Phone No. 850.763.5200. Costs for bid documents will be $50.00 per set and  is non-refundable. Checks should be made payable to Panhandle Engineering, Inc. To ensure consistent distribution of Addendums and clarifications only registered Bid Set Holders are authorized to submit bids on this project.

The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.

Bids will be received until 12:30 pm Local Time, April 28, 2021 in the PCB Council Chambers, 17007 Panama City Beach Parkway, Panama City Beach, Florida, 32413 and will be opened and read aloud, publicly thereafter. All Bids shall be submitted in an envelope clearly marked “Sealed  Bid – PCB PARKWAY SIDEWALK (N. PIER PARK DR. TO NAUTILUS ST.) PROJECT”.

A Bid Bond in the amount of 5% shall accompany the Bid. The City of Panama City Beach (“City”) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 90 days. The City shall award the Contract to the Bidder who the City determines in its reasonable discretion that offers the City the better value based upon the overall unit prices for the various portions of the potential Work that may be authorized pursuant to the Contract.

All bidders shall be Florida Department of Transportation Pre-Qualified and must provide proof of pre- qualification with their bid. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.

The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
