NOTICE TO RECEIVE SEALED BIDS


PANAMA CITY BEACH – BAY PARKWAY PHASE 2

This project includes the construction of Bay Parkway Phase 2, the stormwater ponds and drainage system, sidewalks, forcemain, reclaimed water and the multiuse path. This project begins at the Bay Parkway Phase 1 terminus at Pier Park Drive will then travel east 1.56 miles and then travel south for 1.15 miles to connect into the existing Nautilus Street terminus. The Contractor shall provide all materials, equipment and labor to complete the project.

Plans and specifications will be available on January 17, 2020 and can be obtained at Gortemoller Engineering, Inc, 708 Thomas Drive, Panama City Beach, FL 32408. The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.

Cost for plans and Specifications will be $250.00 per set and is non-refundable. Partial sets will NOT be issued. Checks should be made payable to Gortemoller Engineering, Inc.

Bids will be received until 2:00 p.m. Central Time, February 18, 2020 at City of Panama City Beach City Hall, 17007 Panama City Beach Parkway, Panama City Beach, FL 32413 and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “Sealed Bid – Bay Parkway Phase 2. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (“City”) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening.

All Bidders shall be Florida Department of Transportation prequalified and must provide proof of prequalification prior to Notice of Award.

The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.

A mandatory Pre-Bid meeting will be held at 2:30 p.m. Central Time, February 06, 2020 in the Panama City Beach Council Chamber, 17007 Panama City Beach Parkway, Panama City Beach, FL 32413. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.
