NOTICE TO RECEIVE SEALED BIDS 

THOMAS DRIVE & BEACH DRIVE UTILITIES IMPROVEMENTS - PHASE 1 

This project includes new water main interconnections, replacement and relocation of City-owned water and sewer utilities along Thomas Drive from Bonita Street to Silver Street.  The Contractor shall provide all materials, equipment and labor to complete the project in its entirety as described in the contract documents.

Plans and specifications will be available on Tuesday May 14, 2019 and can be obtained at Dewberry, 203 Aberdeen Parkway, Panama City, Florida 32405, Contact – Jose Pereira, Phone 850.522.0644, email jpereira@dewberry.com.  The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.

Plans and specifications will only be available in digital pdf format at no cost.  Partial sets will NOT be issued. 

Bids will be received until 2:00 PM Central Time, Tuesday June 4, 2019 at City of Panama City Beach City Hall, 110 South Arnold Rd, Panama City Beach, Florida and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “Sealed Bid – Thomas Dr and Beach Dr Utilities Improvements – Phase 1”.   A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid.  The City of Panama City Beach (“City”) reserves the right to reject any and all Bids.  All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening. 

All bidders must attend a mandatory Pre- Bid Meeting at 2:00 PM Central Time on Thursday May 23, 2019 in the City Council meeting chamber at the City of Panama City Beach, 110 South Arnold Road, Panama City Beach, Florida 32413

The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.

Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.
