NOTICE TO RECEIVE SEALED BIDS

NORTH GLADES AND HOMBRE DRAINAGE IMPROVEMENTS

The City rejected all bids previously submitted for this project. This is a re-advertisement for the North Glades and Hombre Drainage Improvements. This project includes, but is not limited to the construction of 5764 LF channel improvements including the construction of a single lane timber bridge crossing, sodding, seed and mulch, riprap, erosion control, earthwork, and other items outlined in the construction plans.  The contractor shall provide all materials, equipment, and labor to complete the project.

Plans and specifications can be obtained at Dewberry, 877 N. County Highway 393, Santa Rosa Beach, FL  32459, (850) 571-1248 or 203 Aberdeen Parkway, Panama City, Florida  32405, (850) 522-0644.  Cost for Plans and Specifications will be $200.00 per set and is non-refundable.  Checks only will be received and should be made payable to DEWBERRY.

Bids will be received until 10:00AM (CST) on April 17, 2019 at the City of Panama City Beach, City Hall, 110 S. Arnold Road, Panama City Beach, Florida 32413 and will be opened and publicly read immediately thereafter.  All Bids shall be submitted in a sealed envelope clearly marked: “Sealed Bid: Panama City Beach – North Glades and Hombre Drainage Improvements

A Bid Bond in the amount of 5% of the Bid shall accompany the Bid.  The City of Panama City Beach (City) reserves the right to reject any and all bids.  The City also reserves the right to reject contractors who in the City’s opinion are not qualified to perform the work based on the pre-qualification package.  All Bids shall be firm for a period of 90 days after opening.  This includes material prices. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

There will be a MANDATORY PRE BID meeting on April 2, 2019 at 2:00PM (CST) held at the City of Panama City Beach, City Hall, 110 S. Arnold Road, Panama City Beach, Florida 32413.

All bidders must submit a “Pre-Qualification to Bid” package by 2:00PM (CST) on April 9, 2019 to Dewberry at 877 North County Highway 393, Santa Rosa Beach, FL 32459.  “Pre-Qualifications to Bid” packages can also be submitted at the mandatory pre-bid meeting.  All eligible contractors will be pre-qualified for bidding by 5:00PM (CST) on April 10, 2019.  Point of Contact will be Cliff Knauer, P.E., Dewberry at 877 County Highway 393 North, Santa Rosa Beach, FL 32459, by Phone at 850.571.1253 or by Fax at 1.866.557.0076, or by e-mail at cknauer@dewberry.com.  

All bidders shall comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.  The City shall award the contract to the lowest responsive and responsible bidder; provided however, the City reserves the right to award the contract to a bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another bid offers the City a better value based upon the reliability, quality of service, or product of such other bidder.
