 NOTICE TO RECEIVE SEALED BIDS-

WWTF EFFLUENT TRANSFER PUMP

The City of Panama City Beach hereby solicits sealed bids for providing one (1) effluent transfer pump at the City Wastewater Treatment Facility (WWTF), 206 N. Gulf Blvd, Panama City Beach, FL 32413.  This is a component supply solicitation only.  Installation will be performed by others.

Copies of the Plans and Specifications may be obtained from the Utilities Department Office at 116 South Arnold Road, Panama City Beach, FL  32413.  Point of contact for obtaining Plans and Specifications is Leah Bailey, email lbailey@pcbgov.com.  No Plans and Specifications will be issued to suppliers later than seventy-two (72) hours prior to the time indicated above for receiving bids.

Bids must be submitted upon the standard form contained in the bid documents. 

The City reserves the right to reject any and all bids and to waive any informality in bids received. The City also reserves the right to award the contract to any bidder regardless of whether or not they are the low bidder it determines to be in its best interests.  All bidders shall comply with all applicable state and local laws concerning licensing, registration, and regulations of businesses in the state of Florida. 

Plans and specifications will be available on December 21, 2018 and can be obtained or examined at the City of Panama City Beach Utilities Department at 116 South Arnold Road, Panama City Beach, Florida 32413. The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.  There will be no cost for documents (digital copy only).  Partial sets will NOT be issued.

Bids will be received until 2:45 p.m. Central Time, January 16, 2019 at City of Panama City Beach City Hall, 110 South Arnold Road, Panama City Beach, Florida, 32413 and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “Sealed Bid – Panama City Beach – WWTF Effluent Transfer Pump”.  The City of Panama City Beach (“City”) reserves the right to reject any and all Bids and to award the contract to a bidder other than the lowest bid if it determines it is in its best interests.  All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening.

The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
