NOTICE TO BID- WEST BAY GROUND STORAGE TANK REPAINTING

This project includes repainting two, 7 MG pre-stressed concrete potable water ground storage tanks (approximately 190.74 feet average outside diameter and 33 feet sidewall height with approximately 29 feet exposed wall to be coated), two 10,000 gallon hydropneumatic steel tanks, the Pumping Station building and miscellaneous piping.  The Contractor shall provide all materials, equipment and labor to complete the project.

Copies of the Plans and Specifications may be obtained from the Utilities Department Office at 116 South Arnold Road, Panama City Beach, FL  32413.  Point of contact for obtaining Plans and Specifications is Sheryl Woodcock, email swoodcock@pcbgov.com.  No Plans and Specifications will be issued to suppliers later than seventy-two (72) hours prior to the time indicated above for receiving bids.

Bids must be submitted upon the standard form contained in the bid documents. 

The City reserves the right to reject any and all bids and to waive any informality in bids received. All bidders shall comply with all applicable state and local laws concerning licensing, registration, and regulations of businesses in the state of Florida. 

Plans and specifications will be available on October 4, 2016 and can be obtained or examined at the City of Panama City Beach Utilities Department at 116 South Arnold Road, Panama City Beach, Florida 32413. The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.

There will be no cost for Plans and Specifications (digital copy only on CD).  Partial sets will NOT be issued.

Bids will be received until 10:30 a.m. Central Time, November 3, 2016 at City of Panama City Beach City Hall, 110 South Arnold Road, Panama City Beach, Florida and will be opened and read publicly immediately thereafter. All Bids shall be submitted in an envelope clearly marked “Sealed Bid – Panama City Beach – West Bay Ground Storage Tank Repainting.”

A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid.  The City of Panama City Beach (“City”) reserves the right to reject any and all Bids.  All Bids shall be firm (including all labor and material prices) for a period of 60 calendar days after opening. 

The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
