The City of Panama City Beach, Florida (the “City”) hereby requests statements of qualification and specific proposals from licensed persons or firms to perform commercial building plans review and inspection services on an as needed basis. 

PROPOSAL SUBMISSION

Proposals will be received by the Panama City Beach Building Department, 116 S. Arnold Road, Panama City Beach, Florida 32413, until 2:30PM (CST) on July 29, 2016.  Submittals will be publicly opened and receipt acknowledged immediately thereafter.  Late submitted proposals will not be considered and no time extensions will be permitted. Proposals shall be submitted in a sealed envelope, plainly marked on the outside RFP—Building Plans Review and Inspection Services, with respondent’s name, address, date and time of the published bid opening.

Copies of this RFP package are available July 6, 2016 at the Building Department, 116 South Arnold Road, Panama City Beach, FL 32413, and may be obtained at this address. Electronic versions of the solicitation package are available via the Panama City Beach website, PCBGOV.com (Ads/Bids) or email to: lroberson@pcbgov.com. The City reserves the right to accept or reject any and all proposals in whole or in part, to waive informalities in the RFP documents, to obtain additional RFPs, and to postpone the submittal deadline and opening of proposals. The City shall award the contract to the lowest fully responsive and responsible bidder; provided, that the City may award the contract to a bidder other than the lowest bidder should it find that the lowest bidder does not offer the reliability, quality of service or product afforded by such other bidder. Each proposal shall be valid to the City for a period of 90 days after opening.
